Summary

Adds reviewer-workload-equity-guard, a self-contained Community & User Reputation System slice that checks peer-review workload fairness before assignments affect profile reputation, badges, leaderboards, or project timelines.

The guard evaluates:

• open review load and weekly review-hour budgets
• reviewer availability, opt-outs, leave windows, and rest windows
• expertise mismatch and early-career penalty risk
• unfair decline and late reputation deltas
• recent review-credit concentration before additional leaderboard-affecting points are awarded

Non-overlap

This is not a broad reputation ledger, endorsement ring guard, leaderboard eligibility gate, review civility checker, review timeliness scoring module, recusal/COI guard, calibration bench, edit-history integrity guard, identity-leak guard, profile visibility guard, appeals queue, mentorship ledger, correction-impact ledger, contributor credit attestation slice, or template-rubric guard. It focuses on workload equity and unfair negative-delta suppression before reputation scoring.

Safety

All data is synthetic. The module does not call identity services, profile systems, leaderboards, badge systems, moderation systems, email systems, review assignment systems, or external APIs. It does not include private reviewer data, credentials, real user records, or live reputation mutations.
