Summary

• Add a distinct challenge-human-subjects-compliance-guard module for the Scientific Bounty System.
• Gate sponsor review, scoring, payout, and IP transfer for submissions that include human-subject data.
• Check IRB/ethics or exemption evidence, consent or waiver coverage, artifact privacy state, DUA/regulatory controls, reviewer training/conflict declarations, and reward/IP hold settings.
• Generate deterministic reviewer artifacts from synthetic data only: JSON summary, Markdown reviewer packet, SVG summary, and short MP4 demo.

Why this is a separate #18 slice

This avoids the existing intake, rubric readiness, workspace privacy, scoring/arbitration, appeals, anti-collusion, escrow settlement, payout eligibility, sponsor reliability, amendment-control, reviewer consensus, IP redaction, milestone progress, evidence freeze, data-room access, clarification freeze, award transparency, benchmark leakage, license/dependency, and cancellation/no-award submissions.
