Adds a focused challenge-award-transparency-guard module for the Scientific Bounty System. This covers the post-arbitration, pre-publication award announcement step: final rank disclosure, rubric score completeness, reviewer conflict summaries, solver result notifications, appeal-window timing, escrow-to-award reconciliation, IP-transfer gating, and private-challenge redaction.

This is intentionally separate from the existing intake, rubric readiness, prequalification, evidence freeze, IP redaction, payout eligibility, escrow settlement, reviewer consensus, milestone progress, deliverable acceptance, and clarification-freeze slices.
