Summary

Implements a self-contained Community Reputation Ledger milestone for issue #15.

This adds deterministic community and reputation workflows:

• discipline-specific structured peer-review templates
• public, semi-private, blind, and double-blind review visibility modes
• inline comments anchored to documents, datasets, code, and notebooks
• timestamped contributor credits using CRediT roles
• contributor graph payloads
• transparent reputation scoring
• badges for trusted reviewers, reproducibility stewards, open science champions, and bounty finishers
• domain/institution leaderboard support
• project timeline events
• lightweight local API/demo server
