Adds a self-contained research assistant readiness engine for the AI-Powered Research Assistant Suite bounty. The module converts a research project manifest into a deterministic assistant report covering auto peer-review checks, claim/citation evidence alignment, reproducibility confidence and runbooks, research-gap ranking, prioritized actions, and weekly digest payloads.

This is intentionally scoped as a distinct readiness and orchestration module rather than another generic assistant demo.
