Adds a focused Community & User Reputation slice that checks peer-review citation pressure before reviewer reputation, trusted-reviewer badges, leaderboards, or project timelines are updated. The module is dependency-free and synthetic-data-only, with deterministic reviewer packets for steward review.

Citation Coercion Guard

Detects unsupported mandatory reviewer self-citations, reciprocal citation pressure, journal/editor citation quota pressure, and off-topic mandatory citation clusters. Flagged reviews hold reviewer credit and create steward tasks until citation demands are removed or justified.

Author And Blind-Review Safety

Protects authors from reputation or badge penalties while citation pressure is under review, and redacts double-blind reviewer identity from reports, tasks, and audit events.
