[Provide a brief description of the changes in this PR] This PR adds the integration of Jira Service Management (JSM) Cloud Tool to the danswer.

have written test as specified in the contributing doc.

for the test to work - First create a account in JSM using email. you will be asked to choose a domain for your workspace. keep this both with you. go to https://id.atlassian.com/manage-profile/security/api-tokens and create an API token. create a blank project from this screen - https://hvgsv.atlassian.net/jira/projects?page=1&sortKey=name&sortOrder=ASC&types=service_desk%2Cbusiness and make note of the given project key

After creating the project , create two issues with the following configs

by running danswer locally with new changes
