This PR implements the requested systemd-networkd integration for Rosenpass.

Changes made:

• Added rosenpass-networkd@.service template with explicit interface bindings
• Provided example .netdev and .network configuration files
• Created bash setup.sh helper for key generation and scaffolding
• Created validate.sh script to ensure PSK rotation consistency
• Wrote detailed README.md with usage instructions
