This PR adds a new connector for Jira Service Management. It allows indexing tickets (requests) from Jira Service Management projects via the API.

Adds a new Jira Service Management connector to index requests from JSM projects. Registers a new document source and supports incremental sync with basic credential validation.

  • Fetches tickets updated since a checkpoint via JQL; parses description (ADF to text) and comments; builds Documents with links and metadata.
  • Supports checkpointed incremental sync (offset + has_more) and treats 401s as expired credentials.
  • Adds DocumentSource.JIRA_SERVICE_MANAGEMENT and registry mapping for the new connector.
  • Includes helpers for JSM auth (email + API token), URL building, ADF text extraction, and project permission lookup.
