/claim #20

Adds a focused Revenue Infrastructure slice that checks institutional and government revenue requests before invoices, AI-compute bundles, analytics API exports, and institutional-license entitlements are activated. The module is dependency-free, synthetic-data-only, and emits reviewer-ready audit packets.

Institutional Eligibility Guard

Holds invoices and entitlements for restricted-party matches, restricted jurisdictions, and export-controlled compute or analytics packages that lack clearance. Unsupported payment rails are routed to manual billing review rather than activating revenue automatically.

Revenue And Privacy Safety

Eligible requests produce recognizable revenue, while held or manually reviewed requests defer revenue. Reports redact buyer contacts, tax identifiers, private payment references, and live customer data.

Demo And Validation

  • Demo video: institutional-sanctions-export-guard/reports/demo.mp4
  • node institutional-sanctions-export-guard/test.js -> 6 tests passed
  • node --check institutional-sanctions-export-guard/index.js
  • node --check institutional-sanctions-export-guard/demo.js
  • node --check institutional-sanctions-export-guard/test.js
  • node institutional-sanctions-export-guard/demo.js -> generated JSON/Markdown/SVG reports
  • python institutional-sanctions-export-guard/make-demo-video.py -> generated demo MP4
  • MP4 decode/read check returned a 720x1280 RGB frame
  • git diff --cached --check -> clean before commit

No credentials, private buyers, live sanctions providers, payment rails, bank data, identity providers, external APIs, or unrelated source changes are included.
