Summary

Adds the ability for instance administrators to control whether users can self-register via OAuth providers (GitHub, Google, etc).

Changes

• Added toggle switches in Settings > Authentication for each OAuth provider’s registration setting
• Added Livewire handler methods to persist the settings
• Added translation strings for the new UI elements
• Added database migration for the new setting

Why

Currently there’s no way for admins to allow OAuth login while preventing new account creation. This gives admins granular control - they can enable OAuth for existing users while disabling self-registration.
